Synopsis

Community participation is central to community-based mitigation through involvement in planning, implementation, and evaluation. The approach makes use of local knowledge, traditional practices, community resources, education, training, and disaster preparedness groups to strengthen communities’ ability to respond independently to risk. Social solidarity and emergency exercises can improve preparedness, while vulnerable groups such as women, children, and persons with disabilities require particular attention because participation may be constrained by social and cultural norms. Local practices, including earthquake-resistant housing techniques and natural warning signs, can be combined with modern technology to strengthen mitigation systems. Successful implementation also requires cooperation among government, civil society organizations, the private sector, academics, and research institutions. Coordination, program sustainability, respect for local values, and community capacity to continue programs independently are important for building resilient, inclusive, adaptive, and sustainable communities.
